Carlism relies, moreover, besides absolutism and ultramontanism, on the strong regional aspirations of the Basque Provinces, Navarre, and Catalonia. It has always supported those aspirations in the past. In the provinces where they prevail Carlism has found its most numerous and faithful adherents. This home rule sentiment is far form declining. In Catalonia it has been fanned during the last two years into a flame which has powerful powerfully influenced Spanish politics. The whole system of local administration is being recast to meet its demands. In the Basque Provinces and Navarre this sentiment is still strong and vigorous. (…)
The Carlist party will no doubt continue to regard those regions as their principal stronghold.
