L’ambaixador italià a Madrid comunica els fets del Cu-cut al seu govern

Stato di assedio a Barcellona.

Signor Ministro
La intemperanza del partito regionalista catalano, una sezione del quale è persino separatista, aiutate dall’irrequietezza abituale dei republicani hanno prodotto gravi torbidi a Barcellona. Un giornale catalanista, il Cut-cut, per offese alla Spagna e all’esercito è stato fatto segno a violente per quanto meritate rappresaglie. Gli ufficiali della guarnigione recatisi al suo ufficio distrussero e dispersero quanto v’era. E temendosi seri conflitti il governo ha presentato oggi d’urgenza alla Camera il progetto di legge qui incluso, che sospende a Barcellona le garanzie costituzionali.

(Señor Maura’s Administration) Principal Measures.
Local Administration Bill.
(…) This measure is the central point of the Government policy. It is intended to settle by fair compromise the dispute between the supporters on the one hand of the highly centralized Government on the French model which has existed in Spain since the Napoleonic wars and, on the other, of a system which would resemble a federation of provinces, each self-governed in accordance with its local particularities and united only by the link of the Crown. The question was pushed into prominence by the threatening attitude of the Catalan Home Rulers. It was they who, by their attacks on the Spanish army and resistance to Government control, provoked in November 1905 the violent reprisals of a band of army officers, by which the Liberal Government of Señor Moret was compelled to pass, in the spring of 1906, the unpopular law transferring jurisdiction in press offences against the nation and army from the civil to the military courts. Catalonia replied by forming the Solidarity or Home Rule group, composed of politicians representing every shade of opinion between the extremes of Right and Left, and agreeing only in their resolution to place Home Rule for Catalonia in the forefront of their political programme. Some forty of them were returned to the Chamber of Deputies at the general election in May 1907. They at once assumed an attitude of opposition to the Government, which lasted throughout the year and recommenced soon after the opening of the Cortes in January 1908.
